Delegate Hornbuckle moves to amend Com Sub for Com Sub for SB474 on page 9, section 2, line 17, following the words “this section.” By inserting the following:

“To ensure that First Amendment protections are afforded to any employee or contractor discipled under the polices or procedures created by this subsection, state institutions of higher education shall ensure that any disciplinary policy or procedure affords the employee or contractor a means to challenge the imposed discipline.”
